‘사단법인 옻칠나전전승공예교육협회’ 공식 출범

인천 제물포구가 대한민국 전통공예의 새로운 중심지이자 K-컬처 확산의 전략적 거점으로 도약한다. 무형유산 전승과 지역 문화산업 활성화를 목표로 하는 ‘사단법인 옻칠나전전승공예교육협회(이하 협회)’가 창립총회를 열고 공식 출범했다.
이번 협회 설립은 단순한 기능 전수를 넘어, 전통공예의 교육 인프라 확충과 지역 기반의 문화경제 생태계 조성을 동시에 추진한다는 점에서 주목을 받고 있다.
현재 국내 전통 공예 산업은 체계적인 교육 인프라 부족, 전승자 고령화에 따른 맥의 단절, 로컬 관광 상품의 질적 한계라는 삼중고에 직면해 있다. 협회는 이러한 한계를 극복하기 위해 근대 개항의 역사성과 문화적 상징성을 품은 인천 제물포구의 자원을 집약, ‘지속 가능한 융복합 공예 생태계 조성’을 핵심 비전으로 선포했다.
이날 창립총회에서 협회는 공예 생태계의 선순환을 이끌 **4대 핵심 전략**을 발표했다. 구체적으로는 ▲NCS(국가직무능력표준) 기반의 전승공예 전문 교육 플랫폼 구축 ▲로컬 크리에이터 융합형 ‘제물포 컬렉션(J-Collection)’ 브랜드화 ▲지역 유휴 공간 재생을 통한 참여형 복합 공방 갤러리 및 체험형 역사문화 투어 노선 활성화 ▲무형유산 지속가능 공헌 및 K-컬쳐 확산 기여
초대 이사장으로는 대한민국 공인 칠기명장인 임충휴 명장(제384호)이 추대되었다. 이와 함께 목공, 도자기, 자수 분야의 인천 공인 공예명장들이 이사진으로 합류하여 옻칠나전과 타 전통공예 간의 융합 시너지를 창출할 진용을 갖췄다.
임충휴 초대 이사장은 취임사를 통해 “국가유산의 참된 가치는 과거의 유물로 머무는 것이 아니라, 오늘날 지역 주민의 삶 속에서 호흡하고 지역 경제의 활력으로 피어날 때 완성된다”고 강조했다. 이어 “본 협회는 무형유산의 원형 보존이라는 사명을 완수하는 동시에, 전승 교육의 표준화와 공익적 일자리 창출을 통해 인천 제물포를 대한민국을 대표하는 K-공예의 중심지로 도약시키겠다”는 강한 포부를 밝혔다.
협회 사무국장은 역시 “제물포는 독보적인 역사문화예술 자원을 지녔음에도 전통공예 분야의 체계적인 산업 기반은 다소 부족했다”며, “교육, 생산, 관광, 국제 교류를 유기적으로 연결하는 지속가능한 생태계를 조성해 지역경제 활성화는 물론 청년·여성·시니어를 위한 양질의 일자리 창출에 기여할 것”이라고 덧붙였다.
앞으로 사단법인 옻칠나전전승공예교육협회는 지자체 및 공공기관과의 협력 네트워크를 본격적으로 확대하고, 단계별 사업 추진을 통해 교육·산업·관광이 결합된 명실상부한 ‘문화경제 플랫폼’을 구축해 나갈 계획이다.

Incheon’s Jemulpo District is set to emerge as a new hub for traditional Korean crafts and a strategic base for the spread of K-Culture. The ‘Incorporated Association for the Education and Preservation of Lacquer and Mother-of-Pearl Inlay Crafts’ (hereinafter referred to as the ‘Association’), which aims to preserve intangible heritage and revitalise the local cultural industry, has held its inaugural general meeting and officially launched.
The establishment of this Association is drawing attention as it goes beyond the mere transmission of skills to simultaneously pursue the expansion of educational infrastructure for traditional crafts and the creation of a locally-based cultural and economic ecosystem.
Currently, the domestic traditional craft industry faces a triple challenge: a lack of systematic educational infrastructure, a break in the lineage due to the ageing of master craftsmen, and limitations in the quality of local tourism products. To overcome these limitations, the Association has consolidated the resources of Incheon’s Jemulpo District—which embodies the historical and cultural symbolism of the modern opening of the port—and proclaimed the ‘creation of a sustainable, convergent craft ecosystem’ as its core vision.
At the inaugural general meeting held on this day, the association announced **four key strategies** to foster a virtuous cycle within the craft ecosystem. Specifically, these include: ▲Establishing a specialised training platform for traditional crafts based on the National Competency Standards (NCS); ▲Branding the ‘Jemulpo Collection (J-Collection)’, a collaborative initiative involving local creators; ▲Revitalising participatory multi-purpose workshop galleries and experiential historical and cultural tour routes through the regeneration of underused local spaces ▲ Contributing to the sustainability of intangible heritage and the dissemination of K-Culture
Master Lim Chung-hyu (No. 384), a certified Korean lacquerware master, was appointed as the inaugural Chairman. Alongside him, Incheon’s certified master craftsmen in the fields of woodwork, ceramics and embroidery have joined the board of directors, establishing a team capable of creating synergies through the fusion of lacquerware and mother-of-pearl inlay with other traditional crafts.
In his inaugural address, Inaugural Chairman Lim Chung-hyu emphasised, “The true value of national heritage is not confined to relics of the past; it is realised when it breathes within the lives of local residents today and blossoms as a source of vitality for the local economy.” He went on to express his strong ambition, stating, “This association will fulfil its mission of preserving the original form of intangible heritage, whilst simultaneously standardising transmission education and creating public-interest jobs to propel Incheon’s Jemulpo into a hub of K-crafts representing the Republic of Korea.”
The Association’s Secretary-General added, “Although Jemulpo possesses unrivalled historical, cultural and artistic resources, it has somewhat lacked a systematic industrial foundation in the field of traditional crafts,” noting that “we will create a sustainable ecosystem that organically links education, production, tourism and international exchange, thereby contributing not only to the revitalisation of the local economy but also to the creation of quality jobs for young people, women and senior citizens.”
Moving forward, the Incorporated Association for the Education and Preservation of Lacquer and Mother-of-Pearl Inlay Crafts plans to significantly expand its network of cooperation with local authorities and public institutions. Through the phased implementation of projects, it aims to establish a genuine ‘cultural-economic platform’ that integrates education, industry and tourism.
